Deadly Typhoon Hits China, Forces Evacuation
Eastern China was Sunday bracing for torrential downpours from Typhoon Soulik which forced the evacuation of half a million people after killing two in Taiwan.
Soulik lashed coastal Fujian province with winds of 118 kilometers per hour (73 mph) when it made landfall but had weakened to a tropical depression as it moved inland, the China Meteorological Administration said.
More than half a million people were evacuated from Fujian and neighboring Zhejiang as the typhoon approached, with 5,500 soldiers deployed to carry out relief work if needed.

Xinhua news agency said almost 31,000 ships were called back to port and 20 flights cancelled.
Soulik brought torrential rain to Xiamen, with 24 centimeters of rain falling on the port city from Saturday to Sunday.
Rivers swelled beyond warning levels in some areas, and waves up to 10 meters (33 feet) high pounded sea defenses in Ningde city.
In Taiwan, two people were killed, one was missing and 104 were injured by the storm, with one town reporting widespread landslides and floodwaters a storey high.

The northern village of Bailan saw the heaviest rain, with 90 centimeters (35 inches) falling in 48 hours, with winds gusting up to 220 kilometers per hour.

"Billboards have been shattered and trees have been uprooted" but no deaths or injuries were reported, Xinhua said.
The storm was set to dump up to 18 centimeters of rain on parts of eastern China over 24 hours as it moved further inland, forecasters said.

In Puli, a small township in the central Nantou county, dozens of soldiers equipped with trucks and buckets helped residents whose homes were flooded when river banks burst.
Wu Yuan-ming, a township government official, told AFP: "The most difficult part of the work is the removal of the thick mud in the houses and roads. It may take three days to finish the work."
Damage to the agricultural sector was estimated to be Tw$250 million ($8.5 million), according to the government.

Muniyappa to meet Union mines minister on KGF revival plan

The Centre's plan to revive the Kolar gold mines by floating a global tender is a step in the right direction, Union minister KH Muniyappa said today, adding that he would meet the Union Mines minister to request him to expedite the process.
"In a landmark judgement, Supreme Court has approved the decision to float a global tender to revive Kolar gold mines.
"Next week I'm meeting the Mines Minister and will request him to expedite the process," Muniyappa, the Micro, Small and Medium Industries minister, said.
Muniyappa, who is an MP from the region, was speaking to reporters on the sidelines of a Karnataka Small Scale Industries' Association event here.
The Centre's call for global tenders also allows the workers' forum to come up with a bid to run the mine, Muniyappa said while highlighting the plan.
"The highest bidder would be given the job of running the mines. It is the responsibility of the bidder to pay employees the quantum of money or arrears they are entitled to," he added.
Bharat Gold Mines Limited was shut down in 2001, leaving over 3,000 employees jobless. That decision had been challenged by the employees in court.
Karnataka High Court had earlier said that the Centre should revive BGML on its own and not float a global tender for the same. But the Centre had challenged the HC ruling in Supreme Court.
On the small-scale industries scene, he said: "We will suggest that all states have a separate department, minister and secretariat for MSME. Some states already have this; let all states now have the same."

Weather service: Peru tornado traveled 3.5 miles
PERU, Indiana ? A tornado that hit Peru traveled 3? miles across the northern Indiana city's southern outskirts.
The National Weather Service confirmed the EF-1 tornado Thursday and said it had estimated maximum wind speeds of 95 mph.
The weather service says the tornado formed early Wednesday afternoon as several clusters of thunderstorms formed across northern Indiana and northwestern Ohio. It says straight-line winds in the area reached as high as 80 mph.
Authorities said the tornado damaged several buildings including two grocery stores and a medical center. Two people suffered minor injuries.
Peru is about 50 miles southwest of Fort Wayne.

NJ archbishop wary of pacts on priest oversight
NEWARK, N.J. (AP) ? The Roman Catholic archbishop of Newark, N.J., says the church is unlikely to enter into any new agreements with civil authorities that hold it responsible for supervising priests on restricted duty.
Archbishop John Myers' comments came in an interview appearing Tuesday in the National Catholic Register.
He was questioned about the church's handling of the case of the Rev. Michael Fugee, a priest who violated a court agreement with the diocese barring him from contact with children.
Myers tells the Catholic newspaper the church would not enter into future agreements that place a "burden" on the church. He says the state has more resources.
Fugee, who had admitted groping a child, is no longer functioning as a priest and is charged with seven counts of contempt of a judicial order.

EPA won't confirm fracking-pollution tie in Wyo.
CHEYENNE, Wyo. (AP) ? The U.S. Environmental Protection Agency announced Thursday it is dropping its longstanding plan to have independent scientists review its finding that hydraulic fracturing may be linked to groundwater pollution in central Wyoming.
The EPA is standing by its findings, but state officials will lead further investigation into the pollution in the Pavillion area. The area has been a focus of the debate over whether fracking can pollute groundwater ever since the EPA's initial report came out in late 2011.
"We stand behind our work and the data, but EPA recognizes the state's commitment to further investigation," said agency spokesman Tom Reynolds in Washington, D.C. The EPA will let state officials carry on the investigation with the federal agency's support, he said.
Wyoming officials have been skeptical about the theory that fracking played a role in the pollution at Pavillion, but Reynolds expressed confidence the state could lead the work from here. He described the shift as the best way to ensure Pavillion-area residents have a clean source of drinking water.
Even so, industry officials who have been doubtful about the EPA findings all along praised the change as confirmation of their view that the science wasn't sound.
"EPA has to do a better job, because another fatally flawed water study could have a big impact on how the nation develops its massive energy resources," Erik Milito, director of upstream and industry operations for the American Petroleum Institute, said in a release.
Richard Garrett, energy and legislative advocate with the Wyoming Outdoor Council in Lander, said he believes Thursday's announcement shows the EPA is finding it more difficult than originally expected to come to grips with the full environmental effect of fracking. He noted that the EPA is pushing back other work aimed at gauging the how energy production may pollute groundwater.
"It's not surprising to me that they're kind of taking a secondary role in rural Pavillion," Garrett said. "It looks to me like it might be a resource issue. That goes to the federal budget I suppose, and EPA administration."
Hydraulic fracturing, or fracking, boosts the productivity of oil and gas wells by pumping pressurized water mixed with sand and chemicals into well holes to crack open fissures in the ground.
Environmentalists have voiced concern about fracking causing groundwater pollution for years, but the practice has significantly boosted oil and gas production in regions such as the Bakken Shale in North Dakota and the Marcellus Shale underlying Eastern states.
The EPA's 2011 report marked the first time the agency publicly linked fracking and groundwater contamination, causing a stir on both sides of the issue.
The federal agency began seeking nominations last year for experts to serve as peer reviewers for its draft report, and it has extended public comment periods on the report three times since it came out. Each extension delayed the peer-review plans.
EPA officials insisted Thursday that the agency is not giving up on its Pavillion research and reserves the right to pick up the investigation in the future and open it to peer review. The EPA also has been examining the relationship between fracking and groundwater in different areas of the country and is proceeding with that study.
The Northern Arapaho Tribe on the Wind River Indian Reservation surrounding the Pavillion area has been seeking to maintain a role in the Pavillion research since taking part in new sampling last year. A tribal official said, however, that the EPA hasn't worked closely with the tribe lately.
"They have a legal duty to consult with the tribe and that didn't happen as part of their dialogue with the governor," Ronald Oldman, co-chairman of the tribe's business council, said in a statement.
The new research led by Wyoming officials would be funded at least in part by a $1.5 million grant from Encana Corp.'s U.S. oil and gas subsidiary, which owns the Pavillion gas field. The state will issue a final report in late 2014, Gov. Matt Mead's office said in a news release.
Mead said Wyoming will focus on making sure the few dozen affected residents of the rural, farming and ranching country a few miles outside Pavillion, population 230, have a clean source of drinking water. The state has been providing water cisterns to 20 people in the area.
"It is in everyone's best interest ? particularly the citizens who live outside of Pavillion ? that Wyoming and the EPA reach an unbiased, scientifically supportable conclusion," Mead said in a news release. "I commend EPA and Encana for working with me to chart a positive course for the investigation."
The study will assess the need for any further action to protect drinking water sources, according to the release.
The Encana funding will pay to examine 14 domestic water wells in the Pavillion field for water quality and palatability concerns.
Local residents have complained for more than seven years that their water began to reek of chemicals since fracking occurred in their neighborhood. However, EPA efforts to find potential pathways from deeper areas where gas is extracted to shallower areas tapped by domestic water wells have been inconclusive, the news release said.
"We're pleased that EPA has agreed to discontinue the investigation," Encana spokesman Doug Hock said. "We applaud the fact that further efforts in Pavilion will focus on a few specific complaints about perceived changes in domestic water well quality."

Junior dos Santos jokingly escalates growing rivalry with Cain Velasquez, saying UFC champ ?hits like a girl?
Junior dos Santos will meet Cain Velasquez in the main event of UFC 166 on Oct. 19 in Houston, the third time in less than two years that the men have met with the heavyweight title at stake.
Dos Santos took the belt from Velasquez at UFC on Fox 1 on Nov. 12, 2011, with a 64-second TKO. Velasquez regained the belt and evened the series when he routed dos Santos and scored a wide five-round decision on Dec. 29, 2012, at UFC 155 in Las Vegas.
UFC officials would love for the rivalry to become heated, as it would stoke pay-per-view sales. As it is, both men are affable, low-key sorts who usually have little bad to say about the other.
Dos Santos, though, may have taken the first step toward creating a true rivalry when he said during a lengthy interview done in Portuguese and linked here that Velasquez "hits like a girl."
He was trying to explain his surprisingly poor performance against Velasquez at UFC 155 when he made the remark, which seems like an attempt at humor.
After my last fight with Velasquez, I was too bloated. My face was completely deformed. I went to the hospital. I had no cuts against Cain Velasquez. He hits like a girl. We say in boxing about people who 'catch,' who have that punch that you really feel or that cuts your face or knocks you down. He hit me a lot during the five rounds, but did not open anything, although I finished very bloated and had to go to the hospital.
The term catch is a Brazilian slang term for heavy punching power.
Now, dos Santos already admitted he was overtrained for the fight. And in an extensive interview with Yahoo! Sports, he repeatedly praised Velasquez.
But though he made a joke about it's power, it's likely that he does believe that Velasquez is not the biggest puncher around. He called Velasquez "my biggest adversary" but had some interesting things to say about light heavyweight champion Jon Jones.
He is taller than me; he has the biggest reach in the UFC. He is a specialist using his knees and elbows. I like him a lot; I'm a fan of his. I like to watch his fights because he plays offensive and ends fights. But if he comes to heavyweight and if the UFC wants us to fight, I will give the best of me.
A dos Santos-Jones fight would be a massive event for the UFC, as would a Velasquez-Jones fight. The winner of the rubber match at UFC 166 might be the guy who ultimately gets to Jones first.

McCaskill endorses Ready for Hillary group
WASHINGTON (AP) ? Sen. Claire McCaskill endorsed an outside political group encouraging Hillary Rodham Clinton to run for president in 2016, saying it was important for Democrats to build a groundswell of support for the former secretary of state.
The Missouri Democrat's support of the Ready for Hillary PAC on Tuesday marked the first time a member of Congress has endorsed the group. The organization does not have official ties to the former first lady, but it's trying to lay the foundation for another Clinton campaign.
McCaskill, an early supporter of Barack Obama when he was running for president in 2008, said Clinton had to give up her political operation when she joined Obama's Cabinet in 2009. "It's important that we start early, building a grassroots army from the ground up, and effectively using the tools of the Internet ? all things that President Obama did so successfully ? so that if Hillary does decide to run, we'll be ready to help her win," the senator said.
Clinton has not said whether she will undertake another White House bid, but she would be considered the party's leading contender for the Democratic nomination should she run. The wife of former President Bill Clinton has been traveling the country delivering paid speeches and is writing a book on her time at the State Department. She recently outlined plans to promote early childhood development issues, women's equality and economic development through her family's foundation.
The Ready for Hillary PAC has recruited a number of Clinton supporters, including political strategist James Carville and former Clinton adviser Craig T. Smith, to help its cause and recently started a fresh fundraising campaign. The super PAC, which can accept and spend unlimited amounts of money, will release its first fundraising report in July.
The group is the most prominent effort by Democrats to rally behind Clinton ? in ways large and small ? more than three years before the next presidential election.
Sen. Kirsten Gillibrand, D-N.Y., was asked Tuesday at an event sponsored by Third Way, a centrist think tank, whether she might sometime run for president. Gillibrand, who succeeded Clinton in the Senate, said she was "personally urging Secretary Clinton to run," eliciting applause at a luncheon discussing gay marriage.

BROOKLYN, Mich. (AP) ? Greg Biffle gave Ford a milestone victory ? right down the road from company headquarters.
Biffle raced to his second straight Sprint Cup win at Michigan International Speedway, easily holding off Kevin Harvick after points leader Jimmie Johnson smacked the wall in the final laps Sunday. It was the 1,000th victory for Ford Motor Company across NASCAR's three national series ? Cup, Nationwide and Truck.
"What a great moment this is," said Jamie Allison, director of Ford Racing. "We couldn't be prouder to have this moment come here today at Michigan in front of so many of our Ford friends. What a great race and a great day for Ford."
It was Biffle's first win since he overtook Johnson to win at MIS in August. Johnson's engine faltered with six laps left in that race. This time, he was about a second behind Biffle with three laps to go ? but a tire give way, and he dropped all the way to 28th.
"I don't want to see anybody wreck," Biffle said. "It makes you feel good when you push the guy over the edge. He made a mistake, and that's what makes you feel good. You outsmarted him, or you beat him at his game."
Harvick was second, 3 seconds behind Biffle. Martin Truex Jr. was next, followed by Kyle Busch and Tony Stewart.
Johnson wasn't the only big name who ran into trouble. Jeff Gordon was out of contention almost immediately when he hit a spinning Bobby Labonte less than 10 laps into the 200-lap, 400-mile race. Gordon finished 39th, one spot behind Kasey Kahne, who led at the halfway point but appeared to blow a tire and went sliding into the wall.
Kahne's car caught fire, but he was able to climb out quickly.
Dale Earnhardt Jr., who won at MIS last June, finished 37th Sunday. He led for 34 laps, but his engine acted up about two-thirds of the way through the race.
There were eight cautions for 38 laps.
Biffle cruised to the finish in his No. 16 Ford. He finished second to Johnson the previous weekend at Pocono, but this time there was nobody left to challenge him at the end.
It was Ford's third Cup victory of the year ? Carl Edwards and David Ragan won at Phoenix and Talladega. Sunday was Ford Motor Company's 110th birthday.
"There have been a lot of great teams and a lot of great drivers, a lot of great engine builders that have contributed to Ford's success," Roush Fenway Racing owner Jack Roush said. "I'm just proud and honored to be part of that."
This was the second Cup win of the year for Roush Fenway.
It's been an emotional week for the racing community after the death of driver Jason Leffler on Wednesday at a dirt-track race in New Jersey. Biffle was quick to acknowledge Leffler while he celebrated his Father's Day victory.
"We are thinking about little Charlie Leffler that doesn't have a father today," he said.
Biffle earned his 19th career victory and boosted his chances to reach the Chase for the Sprint Cup, moving from 10th to eighth in the standings. Biffle finished in the top 10 for the 13th time in 21 races at MIS, which is about 60 miles from Ford headquarters in Dearborn.
Edwards finished eighth. Kurt Busch qualified second but went into an early spin and finished 35th.
Johnson still has a comfortable lead in standings, although Edwards closed the gap at the top from 51 points to 31. Johnson had a chance at his fourth victory of the year before scraping the wall late.
Johnson has still never won a Cup race at MIS.
"I thought this would be the year," he said. "Most of the time we're leading and something happens, but I thought, 'OK, maybe coming from behind would be the difference.' But something happened."
Johnson's late mishap in his No. 48 Chevrolet did not result in a caution, so Biffle maintained his comfortable lead over Harvick.
"I wasn't catching the 16 and didn't really feel it necessary to have a tire failure or an issue at that particular point," Harvick said. "So our best bet at that point was the 48 catches the 16 and something happening as those two guys were racing. But we just maintained and managed our gap between us and (Truex) to just hold that track position and not have anything silly happen."
Harvick moved up one spot to fourth in the standings. Earnhardt fell from fourth to seventh.

North Korea proposes high-level talks with US
PYONGYANG, North Korea (AP) ? North Korea's top governing body on Sunday proposed high-level nuclear and security talks with the United States in an appeal sent just days after calling off talks with rival South Korea.
The powerful National Defense Commission headed by North Korean leader Kim Jong Un issued a statement through state media proposing "senior-level" talks to ease tensions and discuss a peace treaty formally ending the Korean War.
In Washington, a National Security Council spokeswoman said talks with North Korea would require that it comply with U.N. Security Council resolutions and live up to its international obligations.
Foreign analysts expressed skepticism over the North Korean proposal, saying the impoverished country often calls for talks after raising tensions with provocative behavior in order to win outside concessions.
The rare proposal for talks between the Korean War foes follows months of acrimony over North Korea's defiant launch of a long-range rocket in December and a nuclear test in February, provocative acts that drew tightened U.N. and U.S. sanctions. The U.S. and South Korea countered the moves by stepping up annual springtime military exercises that prompted North Korea to warn of a "nuclear war" on the Korean Peninsula.
However, as tensions subsided in May and June, Pyongyang has made tentative overtures to re-establish dialogue with South Korea and Washington.
In a notable shift in propaganda in Pyongyang, posters and billboards calling on North Koreans to "wipe away the American imperialist aggressors" have been taken down in recent weeks.
Meanwhile, a recent proposal from Pyongyang for Cabinet-level talks with South Korea ? the first in six years ? led to plans for two days of meetings in Seoul earlier this week. The talks dramatically fell apart even before they began amid bickering over who would lead the two delegations.
North Korea fought against U.S.-led United Nations and South Korean troops during the three-year Korean War in the early 1950s, and Pyongyang does not have diplomatic relations with either government. The Korean Peninsula remains divided by a heavily fortified border.
Reunifying the peninsula was a major goal of North Korea's two late leaders, Kim Il Sung and Kim Jong Il, and is a legacy inherited by current leader Kim Jong Un. North Korea is expected to draw attention to Korea's division in the weeks leading up to the 60th anniversary in July marking the close of the Korean conflict, which ended in an armistice. A peace treaty has never been signed formally ending the war.
As Pyongyang continues to shun disarmament and shut out nuclear inspectors, Washington's top worry is North Korea's nuclear weapons program. Pyongyang is estimated to have a handful of crude nuclear devices and has been working toward building a bomb it can mount on a missile capable of striking the United States.
Earlier this year, Kim Jong Un enshrined the drive to build a nuclear arsenal, as well as building the economy, as national goals. North Korea claims the need to build atomic weapons to defend the country against what it sees as a U.S. nuclear threat in Korea and the region.
North Korea will not give up its nuclear ambitions until the entire Korean Peninsula is free of nuclear weapons, a spokesman from the National Defense Commission said in a statement carried by the Korean Central News Agency.
"The denuclearization of the Korean Peninsula does not only mean 'dismantling the nuclear weapons of the North'" but also should involve "denuclearizing the whole peninsula, including South Korea, and aims at totally ending the U.S. nuclear threats" to North Korea, the spokesman said.
The U.S. denies having nuclear bombs in South Korea, saying they were removed in 1991. However, the U.S. military keeps nuclear submarines in the region and has deployed them for military exercises with South Korea.
After blaming Washington for raising tensions by imposing "gangster-like sanctions" on North Korea, the unnamed NDC spokesman called on the U.S. to propose a venue and date for talks but warned against setting preconditions.
U.S. National Security Council spokeswoman Caitlin Hayden said Sunday that the U.S. hopes to have "credible" negotiations with North Korea.
"But those talks must involve North Korea living up to its obligations to the world, including compliance with U.N. Security Council resolutions, and ultimately result in denuclearization," she said. "We will judge North Korea by its actions, and not its words and look forward to seeing steps that show North Korea is ready to abide by its commitments and obligations."
Washington has been burned in the past by efforts to reach out to Pyongyang. Months of behind-the-scenes negotiations yielded a significant food-for-disarmament deal in February 2012, but that was scuttled by a failed North Korean long-range rocket launch just weeks later.
Pyongyang's bid to reach out to the U.S. comes as South Korea's new president, Park Geun-hye, is to sit down for talks with China's new leader, Xi Jinping, in Beijing later this month. Park, whose North Korea policy calls for building trust while remaining firm on provocations, has been active in reaching out to Beijing. Xi, meanwhile, met recently with Obama in California.
China crucially supplied North Korea with troops during the Korean War, and has remained a key ally and benefactor since then, but has pushed Pyongyang to return to disarmament talks.
"The fact that North Korea proposed talks (with the U.S.) ahead of the South Korea-China summit signifies its intent to keep China in check," said Kim Yong-hyun, a professor of North Korean studies of Dongguk University in Seoul, South Korea.
Pyongyang also is sending a message to South Korea warning that if Seoul does not actively try to improve relations with North Korea, the regime will go directly to Washington, sidelining Seoul, he said.

G8 faces uncertain recoveries, turbulent markets
ENNISKILLEN, Northern Ireland (AP) ? Europe is mired in debt and recession. Financial markets have hit violent ups and downs on fears that U.S. stimulus efforts may soon be scaled back. Japan is finally looking up after years of stagnation ? but it remains an open question if the recovery will stick.
That's the global economy that will confront the heads of the Group of Eight leading economies as they gather Monday and Tuesday for their annual summit in Northern Ireland.
British Prime Minister David Cameron will serve as summit host for U.S. President Barack Obama and the leaders of Germany, Italy, Canada, France, Japan and Russia. At the top of the agenda: New cooperation to fight tax evasion and increase transparency among governments. Also on the table will be how much help to give to rebels in Syria, and a push for lower trade barriers between the United States and the European Union.
On the sidelines and over dinner, it's expected that the discussions will broaden to include the election results in Iran and data protection, following revelations about a U.S. counterterror surveillance program.
As always, the summit takes place under heavy security, guarded by 8,000 police backed by water cannon. The venue itself is surrounded by extensive security fences, and on three sides by water. There's only one access road to the closest town, Enniskillen, some 5 miles (8 kilometers) away.
While its peace process has been hailed worldwide as a success story, Northern Ireland remains a society troubled by deep-seated divisions between Catholics and Protestants. Officials have said trouble away from the summit site can't be ruled out. Additionally, thousands of anti-capitalist and labor union protesters are expected to march from the town to the summit fence on Monday.
Since last year's G-8 meeting at Camp David in the U.S., there has been a modest economic upswing throughout the developed world and prospects are brighter after five years of turbulence and recession. Yet despite progress, the economic outlook remains fraught with uncertainties.
Chief among the question marks: When will the U.S. Federal Reserve begin to curtail its extraordinary stimulus, which has supported the recovery in the U. S. and helped send markets around the world to new peaks? Global stock and bond markets have whipsawed since May 23, when U.S. Fed Chairman Ben Bernanke said that the U.S. central bank might slow its drive to keep long-term borrowing costs low in the coming few months.
Here is a quick picture of where the G-8 countries' economies stand:
UNITED STATES: If Europe is the weak link and Asia the strongest, then the U.S. and Canadian economies are squarely in the middle. The two countries are experiencing steady, if not spectacular, economic growth and job gains.
In the U.S., the once-battered housing sector has been recovering for the past year. Home sales have reached three-year highs. And prices have jumped this spring by the most in seven years. That has encouraged builders to start work on more homes.
The unemployment rate has fallen to 7.6 percent from 8.2 percent a year earlier.
For all the G-8 participants, the most unsettling shift is the possible end of massive monetary stimulus from the Fed ? a factor beyond their immediate control. The Fed's injections of money into the economy through bond purchases ? known as quantitative easing ? had helped send markets soaring.
Now it's not clear which way markets will head.
At previous summits, Obama has pushed European leaders to focus more on growth, rather than austerity. But most European governments have already begun to make that shift.
So Obama is likely to focus on other global concerns, such as the violence in Syria.
JAPAN/ASIA: For once, the bad news for Asia is not coming from Japan. The world's third-largest economy grew at a 4.1 percent annual rate in the first three months of the year.
Prime Minister Shinzo Abe has promised to explain to fellow G-8 leaders his strategies for fostering long-term growth. Over the past few months, the yen has dropped from about 80 yen to the dollar in October to about 94 yen now ? as the Abe administration tried to bring an end to the country's two-decade stagnation.
Japan's central bank has been pumping money into the economy in the hope of stoking inflation ? the country has suffered from falling prices for much of the past 20 years, which has halted growth. One consequence of the new inflationary approach has been the sharp fall in the value of the yen against other countries' currencies. This has made Japanese goods cheaper to the rest of the world, which has boosted exports.
But the lower yen has provoked concern among German officials. Their exporters compete head to head with Japan's in major markets. Abe is scheduled to meet separately with German Chancellor Angela Merkel.
Abe is likely eager to do some explaining after financial markets see-sawed since he presented his initial, broad-brush reform plans last week. Worries about the effectiveness of these measures, combined with the uncertainty over what the U.S. Fed may do, has pushed Japan's Nikkei index into bear market territory with a 20 percent-plus fall.
EUROPE & RUSSIA: Europe's leaders hope a new trade deal between the EU and the United States can help spur growth. EU trade ministers agreed last Friday on their negotiating position and it's hoped a deal that would scrap the tariffs and regulations that impede trade might be reached next year.
And Europe needs stimulus. Austerity measures introduced by Europe's governments to control their deficits have inflicted severe economic pain and produced social unrest across the group 17 European Union countries that use the euro
The eurozone's economy shrank by 0.2 percent in the first quarter ? the sixth such decline in a row ? and unemployment is at 12.2 percent. The situation is far worse in countries that are struggling to reduce heavy debt burdens ? unemployment stands at 26.8 percent in Spain, 27.0 percent in Greece.
Private companies haven't managed to fill the vacuum created by the drastically reduced government spending. In the United States, by contrast, the government has imposed far milder spending cuts and tax increases.
European leaders have recently agreed to ease up on the pace of deficit reduction ? but have proposed no other large-scale measures to boost growth, at least in the short term.
Russia has seen more than a decade of largely uninterrupted economic growth, thanks to its lucrative oil and gas industries, to become the world's 8th largest economy. However now that energy prices have stabilized, experts say Russia is unlikely to grow as quickly unless it aggressively reforms its economy.
For a reminder of Europe's troubles, the leaders won't have to look far. The Lough Erne resort where they're staying went bankrupt in 2011.
Dublin supermarket owner Jim Treacy borrowed 21 million pounds ($32 million) to open the five-star golf resort in the green rolling lakelands near Enniskillen in 2007 during the credit-fueled real estate boom sweeping the Republic of Ireland and Northern Ireland, which is part of the United Kingdom. The end of the boom took with it much of the expected wealthy clientele.
Bankruptcy administrator KPMG has Lough Erne on the market for 10 million pounds. So far, no takers.

HELCO urges customers to prepare for storms and other emergencies

With hurricane season upon us, Hawaii Electric Light Company urges all of its customers to review their preparations for emergencies.
The best time to prepare for an emergency is before one occurs. Here are some tips to help you get started:
* ?Gather emergency supplies, such as a battery?powered radio, flashlights, lanterns, and batteries. Store enough non?perishable food, water, and medicine for your family members and pets to last seven days.
* ?Before a storm hits or if there is a power outage, unplug all unnecessary electric equipment and appliances until the storm has passed or until power is firmly restored.
* ?Take time now to plan where you will take shelter if your home is subject to coastal storm surges or inland flooding. You can get a list of emergency shelters in your area from the Hawaii State Civil Defense Agency at scd.hawaii.gov, or call 733?4300. As a tropical storm approaches, listen to emergency TV and radio broadcasts to learn which shelters have been opened. Should you need to evacuate, take emergency supplies and remember to shut off electricity at the main breaker or switch.
* ?Make plans in advance to go to a safe location where electricity will be available if someone in your home depends on an electrically powered life support system and you don?t have a backup generator. Some shelters are designed for people with health needs?just remember to take your own medical equipment and medications.
* ?Plan to seek safe shelter for your pets. During a tropical storm, pets may not be safe outdoors in doghouses or pens.

The handbook includes key numbers to have on hand, checklists for emergency supplies such as a home survival kit and first aid kit, electrical safety information, power outage preparedness and recovery, household and food safety tips, and references and links to related resources such as the American Red Cross, Federal Emergency Management Agency (FEMA) and the civil defense agencies.
