SIDNEY, Mont. (AP) ? Residents of a tight-knit eastern Montana town mixed calls for justice with sorrowful relief Friday as they mourned a high school teacher who was kidnapped, strangled and her body buried in a shallow grave discovered after two months of searching.

Hundreds of people filled the Sidney High School gymnasium for Sherry Arnold's funeral, held in the same school where Arnold taught for 18 years, where her husband Gary still teaches and her two children attend classes.

The mourners took their seats under flickering images of Arnold and before a casket covered by roses and a Chicago Cubs baseball cap for her favorite team.

Arnold went missing after going for a jog on the morning of Jan. 7. Prosecutors said she was kidnapped by two men from Colorado who had arrived looking for work in the oil fields.

The brutal killing shocked the Sidney community that was already dealing with the growing pains of the nearby boom in the North Dakota oil fields.

Some said they were relieved that her body was found so that they could have closure. Some said they wanted to see their beloved teacher's killers punished.

"We want to see justice," Cody Schroeder, a junior at the high school and one of Arnold's past students, told the Billings Gazette (http://bit.ly/H1w0fR).

The Rev. Ned Shinnick told the mourners that instead of vengeance, they should focus their energy and love of Arnold on building up the community.

"I hear there are thoughts of vengeance," he said. "What does vengeance really do? Let us not think of revenge. Let us not think of violence."

Shinnick, a priest with St. Matthew's Catholic Church, spoke of Arnold's athletic prowess and her influence in the community and said she was taken in her greatest hour.

For many, the service reopened wounds not yet healed from the weeks Arnold was missing.

"She meant so much to all of us," said Cheryl Moran, whose children learned math from Arnold. "It's a relief they found her body. But it drags up the feelings of two months ago."

Michael Spell, 22, and Lester Van Waters Jr., 48, were arrested a week after Arnold's disappearance. Prosecutors have said Spell told investigators that he pulled Arnold into a car and Waters choked her to death before burying her in a shallow grave on a farmstead near Williston, N.D.

Spell tried to lead FBI agents to the burial site but failed. The search went on until Arnold's body was found near Williston last week.

Spell and Waters have pleaded not guilty to aggravated kidnapping and await trial. The men, both from Parachute, Colo., were being held on bail of $2.5 million each.

Several businesses closed and classes ended early for the funeral, and the 2,000-person capacity gymnasium was nearly filled.

Sidney Public Schools Superintendent Dan Farr extended his condolences to Arnold's husband, Gary, and to her parents, Ron and Sharon, and to her children. He also praised the community for the support it has shown over the last two months.

"I look out on the gym today and I can only feel proud," Farr said. "Your actions, your emails, even the little hugs, have meant so much to the family, to staff and to students."

Arnold was buried at the Sidney cemetery after the service.

RANCHO MIRAGE, Calif. (AP) ? An opening-round 67 at the Kraft Nabisco Championship is just a bonus to Lindsey Wright. After fighting her way back from depression and anxiety to rejoin the LPGA Tour, she's grateful for every good day on the links and every peaceful night away from golf.

Wright began the first major of the year one stroke behind leader Amy Yang, who shot a 6-under 66 on Thursday. Wright even outplayed top-ranked Yani Tseng, whose 68 ended her streak of eight consecutive rounds with a lead.

With five birdies on the back nine of the Dinah Shore Tournament Course, Wright took another positive step in her revitalization. After quitting golf for the final four months of last year, the 32-year-old Australian returned with a victory in the New Zealand Women's Open last month, followed by this strong start at Mission Hills.

"I'm really enjoying my golf," Wright said. "It's not a grind anymore. I'm actually enjoying it, the good and the bad."

Wright, a Pepperdine graduate who lives in Florida, has earned more than $2.2 million despite never winning an LPGA Tour event. She was outstanding in 2009, earning top-four finishes in two majors, but success didn't provide the happiness she expected.

Wright said she felt "smothered" by the nonstop travel and pressure of a pro golfer's life. She sometimes needed two bottles of red wine to cure her chronic insomnia, and her homesickness for Australia was accentuated by her depression, which she didn't identify until she recognized her symptoms on a television program about the disease.

"It wasn't a great time, and I just couldn't really get through it," Wright said. "It's hard to explain other than from a physical standpoint. People think, 'Depression, oh, just get over it.' It really impacts you physically, and playing on this tour, grinding it out each week when you're not sleeping and you can't concentrate or focus, it just gets you down, and it's a bit of a nightmare."

Wright went home to Albury, in New South Wales ? also the hometown of basketball star Lauren Jackson ? and worked in media and administration at various tournaments. She already had spent a couple of years thinking about walking away from golf entirely.

"I started going home, and my best mates were having families," Wright said. "Everybody seemed to be growing up, and I was out here doing this ? which is nothing wrong. It's a great lifestyle if you have a healthy balance. I haven't really had a healthy balance. I've always pushed myself, and in retrospect, I should have taken four or five months off (in 2009), but I didn't."

After getting psychological help and medication, Wright is planning to play golf until September. She still might quit the sport in the fall, but she's following up her worst months with some of her best.

"I just want to enjoy my life from when I wake up in the morning to when I go to bed at night," Wright said. "When I was having depression and my anxiety, I actually was getting along fine on the golf course, but as soon as I would leave, I was miserable, lonely, depressed, homesick ? and life is not meant to be like that. I made a conscious decision last year to change that, so it's taken a lot of pressure off my golf, and I'm playing better."

For at least one round, Wright even played better than Tseng, the five-time major champion who has won two straight tournaments and three of five this season. Yang and Wright have never won on the LPGA Tour.

The 22-year-old Yang made five birdies in seven holes around the turn at Mission Hills, using a steady putting stroke to take the early lead. Yang chipped in from the fringe for birdie on the 13th, highlighting a strong start at Mission Hills for the former teen sensation.

Yang has five top-10 finishes in majors over the previous three years after winning on the European tour, but the table tennis enthusiast who idolizes fellow Korean pro Se Ri Pak hasn't broken through to hold an LPGA Tour trophy.

"Everything was working well," Yang said. "I think especially my putting was better than other tournaments. I had a couple of shots that went into the trees, and it was hard to play, but I had some good par saves and good birdie putts."

Tseng acknowledged being tired during practice rounds this week after driving from San Diego to Palm Springs following her victory in the Kia Classic in Carlsbad last Sunday. She bogeyed the eighth hole with a feeble chip out of the greenside rough, but the Taiwanese star gathered herself for four birdies in the next six holes.

"I was really disappointed today," Tseng said. "I don't hit many good shots, and I don't leave myself lots of birdie chances out there."

Wearing oversized sunglasses even while putting, Michelle Wie opened with a 73. Defending champion Stacy Lewis had four consecutive bogeys in a 74.

Administration Proposes New Power Plant Rules

The Obama administration forged ahead on Tuesday with the first-ever limits on heat-trapping pollution from new power plants, ignoring protests from industry and Republicans who have said the regulation will raise electricity prices and kill off coal, the dominant U.S. energy source.

But the proposal also fell short of environmentalists' hopes because it goes easier than it could have on coal-fired power, one of the largest sources of the gases blamed for global warming.

"The standard will check the previously uncontrolled amount (of carbon pollution) that power plants ... release into our atmosphere," Lisa Jackson, head of the Environmental Protection Agency, said in a conference call with reporters Tuesday. But "it also creates a path forward for future facilities to use technology that burns coal, while releasing less carbon pollution."

Older coal-fired power plants have already been shutting down across the country, thanks to low natural gas prices, demand from China driving up coal's price and weaker demand for electricity.

Regulations from the EPA to control pollution blowing downwind and toxic emissions from power plants have also helped push some into retirement, causing Republicans in Congress and on the campaign trail to claim the agency will cause blackouts. Numerous studies and an AP survey of power plant operators have shown that is not the case.

But on Tuesday, GOP leaders once again accused the administration of clamping down on cheap, home-grown sources of energy and said the regulation raised questions about the sincerity of President Barack Obama's pledge for an "all-of-the-above" energy policy.

"This rule is part of the Obama administration's aggressive plan to change America's energy portfolio and eliminate coal as a source of affordable, reliable electricity generation," said Rep. Fred Upton, R-Mich., who as chairman of the House Energy and Commerce Committee has led the charge against environmental regulations. "EPA continues to overstep its authority and ram through a series of overreaching regulations in it attacks on America's power sector."

The rule announced Tuesday could either derail or jump-start plans for 15 new coal-fired power plants in 10 states, depending on when they start construction. Those that break ground in the next year would be exempt from the new limit. Those that start construction later will have to eventually comply with the rule.

Existing power plants, even if they make changes that increase emissions, would not be covered at all. And new ones would have years to meet the standard and could average their emissions over three decades in order to meet the threshold.

But eventually, all coal-fired power plants would need to install equipment to capture half of their carbon pollution. While not commercially available now, the EPA projects that by 2030, no new coal-fired power plant will be built without carbon capture and storage.

By contrast, a new natural gas-fired power plant would meet the new standard without installing additional controls.

"There are areas where they could have made it a lot worse," said Scott Segal, director of the Electric Reliability Coordinating Council, a coalition of power companies. Still, "the numerical limit allows progress for natural gas and places compliance out of reach for coal-fired plants" not planning to capture and sequester carbon dioxide, the chief greenhouse gas.

Steve Miller, CEO and President of the American Coalition for Clean Coal Electricity, a group of coal-burning electricity producers, took a more dismal view of the proposal.

"The latest rule will make it impossible to build any new coal-fueled power plants and could cause the premature closure of many more coal-fueled power plants operating today," Miller said.

The regulation, which was due to be released last July but has been stuck at the White House since November, stemmed from a settlement with environmental groups and states. The government already controls global warming pollution at the largest industrial sources, has adopted the first-ever standards for new cars and trucks and is working on regulations to reduce greenhouse gases at refineries.

But EPA chief Jackson said Tuesday the agency has no plans to pursue regulations for existing power plants.

Some states, including Washington, Oregon and California, already limit greenhouse gas pollution. And two other states, Montana and Illinois, require carbon capture and storage for all new coal-fired power plants.

Michael Brune, executive director of the Sierra Club, an advocacy group fighting coal-fired power, said in an interview that the regulation shows that President Barack Obama is moving to a cleaner energy future.

"It's a strong move," Brune said. "It means there will never be another coal plant built without new technology, and it probably means even those won't be built because they can't compete."

Other advocacy groups, however, said the regulation was imperfect, since it "grandfathers" in existing plants.

"EPA also must focus on the main source of power plant carbon emissions existing coal-fired plants, many of them more than 50 years old, which are responsible for nearly 40 percent of U.S. carbon emissions," said Kevin Knobloch, the president of the Union of Concerned Scientists, who said the regulation was a historic step to "trim" carbon emissions.

Even if the proposal did result in no new coal-fired power plants being built in the U.S., the coal would be exported and burned for electricity elsewhere, contributing to global warming. Export would also increase emissions because of the pollution from the transportation.

But Republicans said the new rule could not come at a worse time, with concern about high gasoline prices and energy taking center stage in the presidential election.

"At a time when the Obama administration should be working to lower the price of gas at the pump, it is alarming that they have put forward more global warming regulations," said Matt Dempsey, a spokesman for Oklahoma Sen. James Inhofe, the top Republican on the Senate environment panel, who pledged on Tuesday to introduce a resolution to overturn the rule. "Republicans are committed to ensuring that the Obama EPA is finally reined in."

The 10 states with proposed new coal-fired generation that could be covered by the regulation are Texas, Illinois, Pennsylvania, Idaho, Kentucky, Michigan, Georgia, Utah, Wyoming and Kansas.

Military: Fetus not among 17 Afghan massacre victims

Kari Bales, the wife of Staff Sgt. Robert Bales, the soldier who stands accused of murdering 17 Afghan civilians, talks exclusively to TODAY's Matt Lauer about the "devastating" accusations against her husband, saying "this is not him."

The Army said Monday that an unborn child was not among the 17 victims in the shooting massacre of civilians in two villages in Afghanistan allegedly perpetrated by Army Staff Sgt. Robert Bales, contradicting an Afghan official who spoke to The New York Times.

Kandahar Province Police Chief Brig. Gen. Abdul Raziq told The New York Times?that one of the slain females was pregnant and Americans were counting her unborn fetus as a victim. But Army Lt. Col. Jimmie E. Cummings, Jr., told msnbc.com a fetus was not among the victims of the March 11 attacks in which?Bales, 38, is charged with premeditated murder.

?The information that we have collected up to now, this is not true,? Cummings, a spokesman for NATO's ISAF & U.S. Forces - Afghanistan, wrote in an email to msnbc.com. ?The 17th is not from a pregnant female or any of the wounded passing away. At this time, the evidence available to the prosecution team indicates 17 victims of premeditated murder and 6 victims of assault and attempted premeditated murder.??

The death toll breaks down to four men and women each, and nine children, Cummings wrote. One man and one woman, plus four more children, were wounded.

?I think one of the things you can assume is that it was difficult to collect evidence in this case and it was difficult for them to necessarily identify every victim right away,? said Michael Navarre, a director of the National Institute of Military Justice and a former Navy prosecutor and defense counsel.

New details emerged over the weekend in the case. Military prosecutors told NBC News that the attacks came in two waves, with Bales allegedly returning to his base after the first attack and then slipping out again.

?I don't think anything will really change my mind in believing that he did not do this,?? she told TODAY?s Matt Lauer in an exclusive interview that aired Monday. ?This is not what it appears to be.??

The timeline of the?killings remains unclear. One Afghan guard working from midnight to 2 a.m. saw a U.S. soldier return at 1:30 a.m., and the guard?s replacement saw a U.S. soldier leaving the base at 2:30 a.m., but it was unclear whether it was the same soldier.

There are reports that there is surveillance video, and that Bales allegedly walked back to the base and turned himself in.

For alleged Afghan shooter, death penalty unlikely

Karilyn Bales said her husband was fit for a fourth deployment and that she was not aware of any obvious signs of post-traumatic stress disorder or the traumatic brain injury that he allegedly suffered on one of his tours.?

Bales was on his fourth tour in a war zone since signing up for the Army after the 9/11 terrorist attacks in 2001. He had spent three years in Iraq on his previous tours, during which time he lost part of a foot and suffered a traumatic brain injury (TBI) due to a vehicle rollover, media reports say. Two days before he allegedly attacked the Afghan villagers, he saw the aftermath of a bombing in which a fellow soldier had his leg blown off, The Associated Press reported.

Some military law experts interviewed by msnbc.com said they expect?the defense to mount a legal pincer attack, in which Bales? attorneys may try to win acquittal by attacking the evidence but have a fallback position aimed at winning a lesser sentence than the death penalty -- which Defense Secretary Leon Panetta has said could be sought in this case.

Gary Solis, former head of the Marine Corps? Military Law Branch and current adjunct professor of law at Georgetown Law School, said the fact that the crime occurred in a combat zone in a distant country complicates the task for prosecutors given the possibility of numerous crime scene complications. But they agreed that pursuing an insanity defense based on PTSD would be a difficult case to make, too.
